adding a user and giving admin privileges

Example 1:

# register user
(01:03:49 PM) owner: register username password
(01:03:49 PM) supybot: The operation succeeded.

#add users hostmask:
(01:04:12 PM) owner: hostmask add username *!username@domain.com
(01:04:12 PM) supybot: The operation succeeded.

# give admin capability to user
(01:05:04 PM) owner: Admin capability add username admin
